The rules regarding tuition fees for non-EU students have recently changed with the entry into force of French Decree No. 2026-385 of May 19, 2026
To help you understand your situation:

Specific rate for continuing education
Students enrolled with Continuing Education (FTLV) status are not eligible for exemptions.
Automatic exemption if you are
- A recipient of a higher education scholarship granted by the French government, including those known as French Government Scholarships (BGF, awarded by the French Ministry of Foreign Affairs). You must provide proof of your scholarship when you register.
- A student covered by a cooperation agreement with a foreign institution that applies the same exemption to French students (reciprocity requirement)
You do not pay any enrollment fees.

- Already enrolled at the UPPA prior to the start of the 2026-2027 academic year and are continuing your studies in the same degree cycle and program.
- Admitted to a master’s program through Etudes en France for your first enrollment at the UPPA for the 2026-2027 academic year
You will continue to benefit from this exemption until you complete your degree program and will pay the national enrollment fees.

- A student who was admitted via the Parcoursup, Mon Master, Ecandidat, or CandiUT platforms
- A student who was enrolled at the UPPA in 2025/2026 who is changing degree levels in 2026/2027 (e.g., moving from a bachelor’s program to a master’s program)
You pay the registration fees according to the instructions provided during your online enrollment.

The Tuition Exemption and Refund Committee (CERDI) reviews your application based on your personal circumstances, particularly your financial resources.
The CERDI reviews all applications for tuition exemptions and refunds, submitted by EU citizens and by non-EU citizens.
Once payment has been made:
Starting July 15, fill out the online application: access to the form.
Review by the Tuition Exemption and Refund Committee (CERDI) - estimated dates:
- Week of July 20-24, 2026
- Week of August 31-September 4, 2026
- Week of September 28-October 2, 2026

If you have not yet received a “School code” to access the platform, contact the Welcome Desk: welcome@univ-pau.fr Specify in your email:
- your full name (last name in CAPITAL LETTERS),
- the platform from which you obtained admission to the UPPA: Etudes En France / Parcoursup / MonMaster / E-Candidat / CandIUT / Mobility Online / other,
- what level and field of studies you will undertake at the UPPA: 1st, 2nd or 3rd year of undergraduate studies (licence), 1st or 2nd year of Masters studies, etc.
- your enrollment status at the UPPA: Initial training (formation initiale) / Continuing education (formation continue) / unsure.
