Entirely committed to innovation, the Master 2 Etudes avancées de droit public français et comparé, is a law training dedicated to foreign students wishing to acquire solid skills in French and comparative public law.
Limited to a second year of a master's degree, the training is open to students funded by E2S scholarships.
Courses are taught exclusively in French.
The Master 2 Etudes avancées de droit public français et compar, is backed by l’UMR IE2IA (Institut d’Etudes ibériques et ibérico-américaines – CNRS UMR 7318) whose vocation is, precisely, to promote and carry out all studies and research in public, domestic and comparative law.
In fact, IE2IA is thus turned towards foreign rights and has, since its creation in 1973, forged close links with academic and institutional partners, national (UMR 7318 DICE, International, Comparative and European Law, Louis Favereu Institute- Groupe d'Études et de Recherches comparées sur la Justice Constitutionnelle (ILF-GERJC), Centre d'études et de recherches internationales et communautaires (CERIC)) and foreigners (Spanish constituional court, Défenseur du peuple espagnol, Portuguese constitutional court, Provedor de Justiça portugais, Escuela Nacional de la Judicatura Dominicanoa, Colegio de abogados San José Costa-Rica, Procuración del tesoro de la nación from Argentine).
With in-depth knowledge of the fundamental principles of internal and comparative public law, students, after obtaining their master's degree, will be likely to pursue their studies at the University of Pau and the Adour countries. as part of a doctoral thesis (doctorat (Ecole Doctorale Sciences sociales et humanités – ED 481 SSH).
Objectives
The Master 2 Advanced Studies in Public and Comparative Law aims to provide students with in-depth knowledge in the main subjects of domestic public law (constitutional law, administrative law) and comparative (European law, law of foreign countries, implementation perspective of the French legal system and foreign legal systems, methodology of comparative law, European systems for the protection of rights and freedoms, European Union law) and to initiate them into research in these fields.
The objective, at the end of the master, is the acquisition, not only of a high level of knowledge in French and comparative public law, but also of an ability to analyze the issues and evolutions at work. within these disciplines.
In this perspective, students will take part in studies and research directions, allowing the acquisition of the methods of reflection and reasoning necessary both in professional activities and in research and teaching, and will be invited to write a research thesis or to carry out an end-of-study internship of at least 2 months which will result in the writing of an internship report.
The internship can take place within the IE2IA research center. He is supervised by a professor from the research center. Research papers and internship reports are assessed as part of a defense before a jury chaired by the thesis or internship director and including at least one other member.
Skills
At the end of this programme, the students will be able to:
- Diagnose theoretical and structural problems
- Determine the implications of the constitutional, European, legislative and regulatory texts in order to control their contentious and non-contentious constraints
- Apply the budgetary and management control rules
- Recall how to prepare reports and working documents necessary for the development or execution of state or local projects.

Assessment method
Evaluation
The methods for evaluating students vary according to the teaching units:
- 4 teaching units (French and comparative constitutional questions, general theory of rights and freedoms, administrative questions and European human rights law) are subject to a double assessment: continuous monitoring within the framework of the Studies Departments and research (DER) and written final exam (3h)
- 1 UE (constitutional litigation) is subject to a final oral examination before one or two examiners- The other TUs undergo a final oral examination which takes place in front of one or two examiners.- The thesis or the internship report gives rise to a defense before a jury made up of the research director and another tenured lecturer.

Language Requirements
Applicants must be fluent in French, both in writing and speaking.
Minimum required score: CECRL B2 level in French.
Academic Requirements
- You must hold a university degree of 240 ECTS or 300 ECTS in Law or an equivalent diploma for application.
- The selection process will include interviews in French if necessary.
How to apply
Tuition Fees and partial exemptions
Administrative tuition in France is determined at a national level. The French Ministerial Order of April 19, 2019, amended on June 9, 2020, sets university tuition for a Master Program as follows:
European nationals: €243,
extra-European nationals: €3770.
For academic year 2023-2024, the Board of Directors has extended its policy of automatically providing partial reduction of these fees at the UPPA. As a result, extra-European nationals will be granted automatic partial reductions such that they will be able to pay the same enrollment fees as European nationals.
Extra fees: In addition to academic tuition, most students must pay a student body fee (CVEC, which cost €92 in 2020-2021).
NB: Admitted candidates in any course of study who have taken a break of more than two years from their studies will enroll via the UPPA’s Continuing Education service (Formation Continue / FORCO). They are exempt from the CVEC, however they may be subject to a different tuition scale.
